When Zora discovers the coordinates to species Ten-C, she refuses to share them with Discovery. Starfleet also decides how to approach Ten-C as well.
Starfleet is on the verge of discovering the coordinates to species Ten-C. However, two things stand in the way. First, Zora refuses to turn those coordinates over to Captain Burnham or Commander Stamets out of fear that they may put themselves in danger. Second, not everyone in the Federation and their allied worlds agrees on what should be done once they have the coordinates. Further complicating things is that Burnham and Booker find themselves on opposite sides of the debate.
